Dow Chemical Project Controls Specialist – Cost & Schedule Manager in Deer Park, Texas
The Dow Chemical Company currently has an opening for a Project Controls Specialist - Cost and Schedule Manager within our Engineering Solutions Department located in Deer Park, TX.
Responsibilities (include but are not limited to):
Develops & maintains accurate TIC cost reports for a portfolio of intermediate ($30OM-$10MM) projects across multiple sites:
Uses project knowledge from various sources, including SAP, the project schedule, the project team & contractors, to develop a forecast that is accurately cash-flowed across time
Responsible for reviewing the forecast & cash flow with the Project Manager monthly
Coordinates with PM & cost accountants to book monthly accruals
Advocates & facilitates the change management process; ensures the cost impact of changes, both during engineering (PDN) & construction (FCO), are accurately reflected in the forecast & cash flow.
Provides cost management oversight & analysis on EPC Outsourced projects, as well as construction contractors
Leads & facilitates the project planning process for a portfolio of intermediate projects; develops & maintains project schedules in Primavera, including resource loading to gain alignment with estimated scope of work
Champions the use of Earned Value Management during engineering; produce weekly progress reports during detailed design that includes a variance analysis of actual progress versus baseline or anticipated progress
Obtains input from project team members to update schedule progress within Primavera; this may be done by attending regularly scheduled project meetings or reaching out directly to project team members.
Advocates & facilitates the change management process; ensures the schedule impact of changes, both during engineering (PDN) & construction (FCO), are accurately reflected in the project schedule
Integrates construction progress into the master project schedule using information provided by Dow’s Construction Scheduler or the construction contractor
Project Controls Discipline Support:
Supports efforts to reach goals related to workshare across the region & with Central Engineering in Chennai
Understands & supports the use of cost & schedule metrics to drive successful project execution
Develops KPI’s for the site
Updates project database monthly with accurate cost & schedule data
Assists the estimator by providing project data & calculating metrics, as well as providing an accurate forecast of hours required to manage the cost and/or schedule for the duration of a project.
Owns the local cost/schedule management work processes, updating & communicating changes as required using the MOC process
Leads or contributes to continuous improvement initiatives related to project controls
Leads or contributes to sessions intended to coach or teach those outside of project controls on topics related to cost, schedule or estimating
Thorough knowledge of both; project scheduling & cost management best practices & principles, including common industry metrics is required.
The ability to identify critical cost or schedule management issues & recommend corrective action is required.
Understanding of engineering & construction Change Management best practices is required.
Understanding of Earned Value Management is required.
The ability to work well in a multi-disciplinary team environment is required.
Strong analytical skills with excellent verbal & written communication skills is required.
Detail oriented with strong organizational skills and the ability to manage multiple projects & tasks simultaneously while adhering to deadlines is required.
Proficiency in Microsoft Excel & Primavera is required.
A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Minimum 3 years’ experience in Project Controls is preferred.
Petrochemical industry experience is preferred
SAP knowledge is preferred
